Yellow Category: Nationals who do NOT need a visa to visit Montenegro for 30 days
Nationals of the Republic of Ecuador, the Republic of Cuba, the Republic of Peru and the Russian Federation may enter, pass through the territory of and stay in Montenegro up to 30 days, with a valid travel document issued by those countries.
Blue Category: Nationals who do NOT need a visa to visit Montenegro for 30 days with special conditions
Nationals of Belarus may enter, pass through the territory of and stay in Montenegro up to 30 days, with a valid travel document, without a visa, if they have a proof od tourist arrangement or invitation letter drawn up in accordance with the regulations for issuing visas for a short stay (visa C).
Nationals of the People’s Republic of China with a valid travel document issued in accordance with the regulations of that country may enter, pass through the territory of and stay in Montenegro up to 30 days, as an organized tourist group that together enters, stays and leaves Montenegro, provided they have a proof of paid tourist arrangement and proof of povided return to the country of origin or transit.
Nationals of the People’s Republic of China with a valid public affairs passport issued in accordance with the regulations of that country may enter, pass through the territory of and stay in Montenegro up to 30 days, provided they have an invitation letter in accordance with the regulations for issuing visas for a short stay (visa C).

I Have Visas on My Passport, Can I visit Montenegro with Other Country Visas?
Montenegro accepts valid visas and residency permits issued by some other countries:
Holders of valid foreign travel documents containing a valid Schengen visa, a valid visa of Commonwealth of Australia, the Republic of Bulgaria, the Republic of Croatia, Japan, Canada, New Zealand, the Republic of Ireland, Romania, the United States of America and the United Kingdom of Great Britain and Northern Ireland may enter, pass through the territory and stay in Montenegro up to 30 days, and not longer than the expiry of visa if the period of validity of the visa is less than 30 days.
Holders of valid foreign travel documents with a residence permit in the countries of the Schengen zone, Commonwealth of Australia, the Republic of Bulgaria, the Republic of Croatia, Japan, Canada, New Zealand, the Republic of Ireland, Romania, the United States of America and the United Kingdom of Great Britain and Northern Ireland or with Asia Pacific Economic Cooperation Business Travel Cards issued by the member countries of the Asia-Pacific Economic Cooperation (APEC) may enter, pass through the territory of and stay in Montenegro up to 30 days, and not longer than the expiry of the validity of the residence permit or APEC Business Travel Card, if the period of validity is less than 30 days.
Holders of valid foreign travel documents with a residence permit in the United Arab Emirates may enter, pass through the territory of and stay in Montenegro up to 10 days, without visa, with confirmed travel arrangement.
What are the Special Conditions to Visit Montenegro Without a Visa?
Some special conditions may apply in below circumstances:
Holders of valid travel documents issued by the European Union Member States, Commonwealth of Australia, the Republic of Island, Japan, Canada, New Zealand, Kingdom of Norway, the United States of America and Swiss Confederation, based on the Convention Relating to the Status of Refugees (1951) or Convention Relating to the Status of Stateless Persons (1954), as well as special Travel Documents for Foreigners may enter, pass through the territory of and stay in Montenegro up to 30 days without a visa.
Nationals of countries with which bilateral agreements on abolishing visas for holders of diplomatic and official passports, i.e. on conditions of traveling, have been concluded, may enter, pass through the territory of, and stay in Montenegro in accordance with these agreements.
Holders of a valid ordinary passport, diplomatic or official passport, accredited at the Diplomatic Protocol of the Government administration body responsible for foreign affairs or persons to whom, in accordance with the law governing foreign affairs, a special identity card was issued, may enter, pass through the territory of and stay in Montenegro without a visa.
Can I visit Montenegro with My ID Card?
Nationals of the Member States of the European Union, the Republic of Albania, Principality of Andorra, Bosnia and Herzegovina, the Republic of Island, the Republic of Kosovo, Kingdom of Liechtenstein, the Republic of North Macedonia, Principality of Monaco, Kingdom of Norway, the Republic of San Marino, the Republic of Serbia, the Holy See and Swiss Confederation, may enter, pass through the territory of and stay in Montenegro up to 30 days, without a visa, with a valid identity card issued by the competent authority of those countries, or with the other document on the basis of which their identity and nationality can be determined.
What Type of Visa Do I Need to Visit Montenegro?
According to Montenegro Law, an airport-transit visa (A Visa), a short stay visa (C Visa) and a long stay visa (D Visa) shall be considered as a visa.
Airport transit visa (A Visa)
A foreign national shall be issued an airport-transit visa (A Visa) for single or multiple transiting through an international transit terminal of an airport during a layover or a transfer between two international flight legs, without actually entering the territory of Montenegro.
A foreign national who does not leave an airplane or international transit terminal of an airport of Montenegro during his stopover at the airport shall not be required to have a visa.
Issued airport-transit visa validity shall include also the additional 15-day period.
Multiple-entry airport transit visa (A visa) shall be issued with a validity period of up to six months.
Short stay visa (C Visa)
A short stay visa (C Visa) shall be issued for purpose of transiting through Montenegro or for entering as well as for staying in the territory of Montenegro, whereas such stay may not be longer than 90 days within a time period of 180 days counted as of the first day of entry.
A short stay visa (C Visa) shall be issued as single-, double- or multiple-entry visa for entering Montenegro.
Multiple-entry short stay visa (C Visa) validity shall range from six months to five years if a foreign national
- has proved a need for traveling or has justified his intention to travel frequently i.e. regularly, while particularly for business or family reasons, and
- has proved that he will not misuse an issued visa, in particular by using visas previously issued according to the Law, having funds he has in the country of origin and by his actual intention to leave the territory of Montenegro prior to the expiration of the visa he requested.
In an event of transiting through Montenegro, the period for which a short stay visa (C Visa) is issued should correspond to the time required by such transiting.
The short stay visa validity shall include also the additional 15-day period.
A foreign national coming for a private or a business visit to a natural person or a legal entity in Montenegro may be required to present an affidavit of support i.e. a letter of invitation or any other evidence corroborating that the natural person or the legal entity will bear his stay in Montenegro-related costs, including also his accommodation and support costs and those for his departure from Montenegro. Long stay visa (D Visa)
A foreign national intending to stay in Montenegro for longer than 90 days—for performing business activities or work or serving in foreign accredited diplomatic and consular missions and representative offices of international organizations in Montenegro—but not for longer than 180 days—counted as of the first entry day—in a time period of one year, shall be issued a long stay visa (D Visa).
A long-stay visa (D Visa) shall be issued as single- or multiple-entry visa for entering Montenegro.
A foreign national holding an affidavit of support i.e. a letter of invitation issued by either a natural person or a legal entity, or other evidence corroborating that the natural person or the legal entity will bear his stay in Montenegro-related costs, including also his accommodation and support costs and those for his departure from Montenegro, may be issued a long stay visa (D Visa). Do I Need a Visa To Establish a Company in Montenegro?
If you are holding a passport of the Green or Yellow Category countries above, you can enter to Montenegro without a visa and establish your company without a visa.
After establishing a company in Montenegro as a foreigner, you would need to have a work permit. A work permit requires a stay longer than 90 days. Therefore you would need to apply to temporary residency permit in order to continue your business in Montenegro.

Can I Bring My Family to Montenegro After Establishing a Company?
If you establish a company in Montenegro and decide to bring your family for living, your spouse and children under 18 years old can apply to a temporary residency permit. In this case, your family members will only have a residency permit, whereas the company owner has both work and residency permit.
Other family members such as father and mother of the company owner, or children above the age 18 cannot have a residency in Montenegro. However, if a family member is an employee of the company at the same time, they can have a work permit and temporary residency permit.
